NIGERIA EXTRACTIVE INDUSTRIES TRANSPARENCY INITIATIVE |

EITI, The Extractive Industries Transparency Initiative, is an independent international voluntary initiative
creating transparency in the oil, gas and mining industries. EITI aims to improve the accountability of governments that get
revenues from oil, gas and mining as a step towards managing and applying those revenues in such a way that they contribute
to sustainable development, economic growth and poverty reduction.
EITI requires transparency in the payments made by companies and revenues received by governments in order to help
empower civil society to hold governments accountable for the management of extractive industry revenues. In 2006, the Third
International EITI Conference in Oslo approved a validation process. The goal of validation is to make sure that countries and
companies do what they say they will do, and that country implementation programmes comply fully with the EITI Criteria.
| Hart Group completed the Nigeria EITI audits for 1999-2004, working in conjunction with its consortium,
and has continued to work on the 2005 audits. |

The main aims in most cases were dual purpose: audit combined with developmental aims.
The initial analysis was based on audit processes but the principal aims were to advise on better ways of doing things,
in the interests of further development of the sectors or enterprises concerned.
These projects were all successful and were applauded by the World Bank. The firm's work received
numerous references at the recent EITI Oslo conference.
